Countries Unchanged by the Congress of Vienna (1815)
The Congress of Vienna redrew Europe's map, but these states retained their pre-war boundaries and sovereignty:
German States (Confederation of the Rhine survivors)
- Baden
- Bavaria
- Hesse-Cassel (Hesse-Kassel)
- Hesse-Darmstadt
- Mecklenburg-Schwerin
- Mecklenburg-Strelitz
- Oldenburg
- Saxony (kingdom retained, lost territory to Prussia)
- Württemberg
Scandinavia
- Denmark (lost Norway to Sweden, but Danish territory unchanged)
- Sweden (gained Norway, but Swedish borders unchanged)
Western & Southern Europe
- Great Britain (no territorial changes in Europe)
- Portugal
- Spain
- Sardinia (Piedmont-Sardinia, later core of Italy)
Eastern & Central Europe
- Russia (gained Poland, but Russian borders unchanged)
- Prussia (gained territory, but Prussian core unchanged)
- Ottoman Empire (not a participant; borders frozen)
- Switzerland (neutrality recognized; borders unchanged)
- Liechtenstein
- Hanover (in personal union with UK)
Nuance
"Unchanged" means sovereign recognition and core territory intact. Many gained/lost small border strips or joined new confederations (German Confederation). The big losers: France (reduced to 1790 borders), Poland (partitioned), Holy Roman Empire (dissolved 1806).
