Why until recently was there no nuclear reactors in Mexico and Central America?

This is not correct. There are and were nuclear reactors in both Mexico and Central America. Mexico operates two nuclear power reactors at the Laguna Verde Nuclear Power Plant, and has other research reactors. Guatemala has operated research reactors in the past.
