Why did Mexican Americans living in New Mexico have no representatives Washington d.c to protect their interests?

Mexican Americans living in New Mexico did have representation in Washington D.C. to protect their interests. In fact, New Mexico elected the first Hispanic Senator, Dennis Chavez in 1935.
