Why the Gap?
The Federal District ceased expanding in 1970. Explosive growth spilled into Estado de México municipalities (Ecatepec, Nezahualcóyotl, Naucalpan, Tlalnepantla, Chimalhuacán — each 300K–1.6M). These are functionally Mexico City: same labor market, transit, airshed, water system, commute patterns.
