Yes, it is legal to scatter human remains in Vermont, however, Vermont law does require you to obtain a permit before doing so. To obtain a permit, you must file an application with the Vermont Department of Health for its review and to obtain the permit. The application asks fairly common questions as to who is being cremated, who will scatter the remains, and where the scattering will take place.
