Why Western U.S. States Adopted Northern Government Models: The Homestead Act
Western territories/states modeled their governments on Northern (free-state) systems largely due to the Homestead Act of 1862.
Mechanism
- Offered 160 acres free to settlers who lived on/improved land for 5 years.
- Triggered massive migration from Northern/Eastern states.
- Settlers brought Northern political culture: township/county systems, elected officials, public schools, anti-slavery constitutions.
- New territories organized under Northern templates; statehood enabling acts reinforced this.
Thus, the Homestead Act was the demographic engine that transplanted Northern governance westward.
