What was Americas response to refusal arresting American sailors?

In response to the British refusal to arrest the sailors on the Chesapeake, President Thomas Jefferson issued a proclamation in July 1807 that ordered all British armed vessels to leave American waters. Additionally, he ordered the arming of American merchant ships and authorized the use of force against any British vessel that attempted to seize them. Jefferson also requested that Congress pass an embargo on all trade with Britain, which was enacted later that year. These measures, known as the Chesapeake-Leopard Affair, resulted in increased tensions between the United States and Britain and contributed to the outbreak of the War of 1812.
