Why did John Quincy Adams urge the president to issue Monroe Doctrine?

It wasn't John Quincy Adams who urged the president to issue the Monroe Doctrine. It was President James Monroe himself proposed it in his annual message to Congress. Secretary of State John Quincy Adams helped draft the famous doctrine.
