Who Must Respond to the UK National Census?

Every person present in the UK on Census Day (most recently March 21, 2021) is legally required to be counted. This includes:

• UK residents (citizens, permanent residents)
• Short-term visitors (tourists, business travelers)
• Temporary residents (students, migrant workers)
• People in communal establishments (hospitals, prisons, dorms, military bases)
• Homeless persons (enumerated via special outreach)

One householder completes the form for the entire household. Non-compliance can incur a fine up to £1,000.
