In order to establish a special international regime for the city and its surroundings, the original 1947 UN Partition Plan recommended the creation of a corpus separatum under the United Nations. Although the majority of the corpus separatum was comprised of Jewish majority regions located inside the proposed Jewish state, it also contained the primarily Arab parts of the Old City. Under the terms of the plan, there would have been no population transfer. The international regime was to end after ten years, at which point the residents would decide if they wanted the corpus separatum to remain under international control or become a part of one of the neighbouring states.[1] The final status of Jerusalem did not specify that the city would be governed by the United Nations, but rather that it would be an international free city under the supervision of the UN Trusteeship Council.
