Why did rizal think its safe on london?

Jose Rizal did not consider London unsafe. In fact, he lived in London for several years during his exile from the Philippines and considered it a place of safety and freedom. London provided him with an opportunity to continue his political activism and writing without fear of arrest or persecution.
