How did hertford become a town?

Hertford received borough status from King Edward the Elder about 913–924 in recognition of helping defend against Danish settlers in Danish Mercia from about 870 (see Anglo-Saxon England). There are accounts of Hertford sending ships up the Lee to help Alfred when the Mercians invaded Wessex at about the same time.
