What are the 4 requirements to become a state?

In order to become a state, a territory must meet four requirements:

1. Population: The territory must have a population of at least 60,000 people.

2. Land Area: The territory must have a land area of at least 5,760 square miles (15,000 square kilometers).

3. Government: The territory must have a republican form of government.

4. Economy: The territory must have a viable economy that is able to support itself as a state.
