Who control the seas?

There is no single entity that controls the seas. The waters of the world are divided into territorial waters, which are under the jurisdiction of the countries they border, and international waters, which are not under the jurisdiction of any country. In addition, there are a number of international organizations that regulate the use of the seas, such as the International Maritime Organization (IMO) and the United Nations Convention on the Law of the Sea (UNCLOS).
