4. Economic Activities: The city must be a major center for economic activities, including commerce, industry, and trade.

5. Cultural and Educational Facilities: The city must have a range of cultural and educational facilities, including museums, libraries, universities, and colleges.

6. Administrative Headquarters: The city must be the administrative headquarters of a district or state.

7. Planning Area: The city must have a contiguous planning area of at least 100 square kilometers.
