Why did camp green lake dry up?

There is no place named Camp Green Lake, so it never dried up. It is the setting for Louis Sachar's 1998 novel _Holes_. In the novel, Camp Green Lake is a juvenile detention center located in a dried-up lake bed in the Texas desert.
