Wanderlust World Wanderlust World Rutledge, Tennessee, is an incorporated city in Grainger County in the northeastern part of the Volunteer State. Rutledge is the location of the annual Grainger County Tomato Festival, held each July, and houses a replica of a tailor shop President Andrew Johnson once operated in the city. You won't find motels in Rutledge, but there are a few in the neighboring communities of Morristown and Tazewell.
