In order to be considered abandoned, the property must meet the following criteria:
* It must be left or discarded in a place where the owner has no legal right to keep it.
* The owner must have no intention of returning to the property.
* There must be no evidence that the property has been lost or stolen.
If property is found to be abandoned, it may be taken by the government or a private individual who has the right to possession. The finder of the property may be required to take steps to notify the owner of the property or to sell the property at a public auction.
