A change in Mexico's telecommunications system in 2006 means that the person who calls a cell phone pays for the entire cost of the call.
Write out the area code and cell phone number on a piece of paper. All area codes in Mexico are three digits. Mexico City and the cities of Monterrey and Guadalajara are exceptions, with two-digit area codes.
Add 011-52-1 in front of the cell phone number.
Dial the full number. The call may take longer to connect than expected.
Redial the number if the call doesn't go through on the first attempt.
Leave a voice mail if the cell phone owner doesn't answer. A U.S. number can show up as a blocked or private number on a cell phone; a person may not answer his phone.
