Do you need a certificate of occupancy for detached garage in New York State?

In New York state, as stated on the official town's website:

- If the project only contains detached accessory structures of less than 1,000 square feet each for private use, a permit is not required, and certificates of occupancy (CO's) will not be issued or recorded (as per building department). (Building permit is not required - NYS Uniform Fire Prevention and Building Code 2015 section1508.1.2). No other work can qualify for this exception.
