How do you pass into the flotsam skyway in pirate101?

2. Go the the spiral tower by the tree of souls.

3. Open the map at the top of the spiral tower and head left.

4. Select "Flotsam Skyway" and enter the quest,

5. Find the portal behind the spiral tower and head inside.
