Is journey behind the falls at Niagara Falls a good experience for children under age of 5?

For safety reasons, children under the age of 4 are not permitted to experience certain attractions, including the Journey Behind the Falls tunnels and platform.

Note: the Journey Behind the Falls experience isn’t suitable for those uncomfortable in small, confined spaces.
