No. According to the New York State Liquor Authority, all off-premises retail liquor stores (e.g. packagers) are prohibited from selling alcoholic beverages on Christmas Day. Some on-premises establishments like restaurants and bars, however, may be allowed to operate or serve alcohol after receiving approval from the Liquor Authority with certain conditions.
