* Be 18 years of age or older.
* Have a good reputation and meet the character requirements established by the department under A.R.S. § 44-1201.
* Have a net worth of at least $10,000.
* Have a surety bond in the amount of $100,000
* Have a dealer’s facility for the display, sale and servicing of the type of vehicles that the person intends to sell. Arizona Administrative Code (A.A.C.) R17-4-220 and R17-4-221.
* Obtain a $50,000 surety bond.
-Be bonded for not less than $20,000 for each business location.
Applications
1. Complete the Used Motor Vehicle Dealer License Application (Form MV-41-11-14)

- $270 application fee
- $200 bond filing fee
- $20 fingerprint processing fee for each person required to be fingerprinted
- $200 license fee
Fingerprinting
- Each applicant must be fingerprinted
- Fingerprinting may be done by the Department or by a fingerprint vendor who has been approved by the Department of Homeland Security.
- The Department does not charge a fee to take fingerprints at its Phoenix office, but dealers are responsible for the costs to be fingerprinted by third party vendors.
Additional Information
- If the MV-41-11-14 is not properly completed and executed and does not contain all of the required information and documentation, the application will be rejected and returned along with the filing fee.
- The applicant may use the checklist form to ensure the application is complete.
- If an application is denied or withdrawn at any time before the license is issued, the department will retain all fees, except the fingerprint processing fees, regardless of the stage in the process.
- After the department has initially approved an application, an inspection of the applicant's business location will be conducted to verify that the business complies with all applicable statutes and rules.
- If the department denies the application, you will be notified by certified mail. The department will refund the license fee and bond filing fee.
- The department will issue a license and/or change of ownership certificate if all of the requirements are satisfied and the applicant’s business complies with the applicable statutes and rules.
