Why was Japan having peace treaty talks with the US?

The Japanese were not having peace treaty talks with the US. Japan surrendered to the Allies (of which the US was a member) in August 1945, and the peace treaty was signed on September 8, 1951, in San Francisco. The treaty became effective on April 28, 1952, following ratification by the required number of countries.
