What is the difference between a Japanese prefecture and district?

Prefecture (県, ken)

* A prefecture is a political and administrative division in Japan. Prefectures are the top-level division of the country, and there are 47 prefectures in total. Prefectures are governed by a governor (知事,chiji) and prefectural assembly (県議会, kengikai).

* Prefectures are responsible for a wide range of public services, including education, healthcare, environmental protection, and law enforcement. Prefectures also serve as an intermediary between the national government and local governments in cities, towns, and villages.

District (郡, gun)

* A district is a subdivision of a prefecture. Each prefecture is divided into several districts, and there are over 600 districts in total. Districts are not considered to be units of local government and have no elected officials.

* Instead, districts serve as regional groupings for statistical and administrative purposes. They may correspond to a group of cities, towns, and villages in a geographic area or to the area outside of incorporated municipalities in a prefecture.
