Why would a weak league of nations tempt japan to invade its neighbor?

It would not. A strong military alliance and trade partners deter foreign aggression. Japan took China on in the 30's and lost millions. They attacked Hawaii in 1941 and lost, and never had a chance at any meaningful global conquest. The current balance of power is relatively sound.
