In order to be legally married in Canada, at least one of the spouses must be a Canadian citizen or a permanent resident of Canada. It does not matter if these individuals are married abroad or in Canada.
However, if a marriage contract was not signed in Canada or at a Canadian embassy or consulate, it is important to know the laws of the other country to determine the legality of the marriage.
