Can mainlanders live on the island of Niihau?

Mainland Americans cannot live on the Hawaiian island of Niihau. The island is privately owned and has been so since 1864 when it was bought by Elizabeth Sinclair after the kingdom passed laws restricting land purchases by non-Hawaiians. Sinclair's family still owns two-thirds of the island today. The population of Niihau is estimated to be around 170 people, all of whom are native Hawaiians.
