Middle East vs. Gulf Countries: Overlapping but Distinct
The terms are often conflated but describe different frames: one geographic/cultural, one geopolitical/economic.
Middle East (Geographic-Cultural Region)
- Core: Southwest Asia + Egypt (transcontinental).
- Countries (typical list): Saudi Arabia, Iran, Iraq, Syria, Lebanon, Jordan, Israel, Palestine, Yemen, Oman, UAE, Qatar, Bahrain, Kuwait, Turkey, Cyprus, Egypt.
- Diversity: Arabs, Persians, Turks, Kurds, Jews, Assyrians, Armenians, others. Languages: Arabic, Persian, Turkish, Hebrew, Kurdish, Aramaic. Religions: Islam (Sunni/Shia), Christianity, Judaism, Yazidi, Bahá'í, Zoroastrian.
- Dynamics: Protracted conflicts (Israel-Palestine, Syria, Yemen), great-power rivalry, sectarian fault lines, authoritarian governance, resource curses.
Gulf Countries / GCC (Political-Economic Bloc)
- Members (6): Saudi Arabia, UAE, Qatar, Bahrain, Kuwait, Oman.
- Criteria: Border the Persian/Arabian Gulf + GCC membership.
- Shared traits:
- Hydrocarbon wealth (oil/gas = 30–90% GDP, 70–90% exports).
- Small citizen populations (10–90% expatriates).
- Monarchies (hereditary rule; consultative councils).
- Khaleeji Arabic dialect, tribal-social structures, conservative Islamic norms.
- High per-capita income, sovereign wealth funds, megaprojects (NEOM, Expo 2020, Lusail).
- Excluded Gulf-littoral states: Iran, Iraq — different political systems, not GCC.

Why It Matters
- Policy: "Gulf strategy" = energy, security, labor, Iran containment. "Middle East strategy" = Israel-Palestine, Syria, terrorism, democracy promotion.
- Business: GCC = unified customs, VAT, labor standards. Wider ME = fragmented regimes.
- Culture: Khaleeji identity distinct from Levantine, Egyptian, Persian, Anatolian.
Use precisely: Gulf = GCC six. Middle East = broader, contested, contextual.
