When did Afghanistan became an official member of SAARC?

Afghanistan is not a member of the South Asian Association for Regional Cooperation (SAARC). The member states of SAARC are Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka.
