Vatican City: The World's Smallest Independent State

Vatican City (Status Civitatis Vaticanae) is a fully sovereign independent city-state—not merely a city within Italy. It is the smallest country in the world by both area (0.44 km² / 0.17 sq mi) and population (~800 residents).

Sovereign Status

  • Established: 1929 Lateran Treaty between Holy See and Kingdom of Italy
  • International law: Meets Montevideo Convention criteria (permanent population, defined territory, government, capacity to enter relations)
  • Diplomatic relations: 183 states + EU, Order of Malta
  • UN status: Permanent Observer State (not full member by choice)

Government

Absolute elective monarchy – The Pope (currently Francis) holds supreme legislative, executive, and judicial authority. Governed through the Roman Curia and Pontifical Commission for Vatican City State.

Territory & Enclaves

Encircled by Rome, but extraterritorial properties extend beyond: Castel Gandolfo (papal summer palace, 55 ha), Basilicas (St. John Lateran, St. Mary Major, St. Paul Outside the Walls), Gregorian University, Vatican Observatory (Castel Gandolfo + Arizona). These enjoy extraterritoriality under Lateran Treaty.

Economy

  • Non-commercial: Peter's Pence donations, museum admissions, publications, stamps/coins, investments
  • Currency: Euro (by agreement with EU; mints own coins)
  • No taxes; no GDP in conventional sense

Vatican City is the spatial expression of the Holy See's sovereignty—the universal government of the Catholic Church. Distinct from, but inseparable from, the Holy See's international legal personality.
