The majority of Kosovar refugees fled to Albania during the Kosovo War in 1999. Albania shares a border with Kosovo and was the closest country to which refugees could flee. It is estimated that over 400,000 Kosovar refugees crossed into Albania during the war. Montenegro, while also bordering Kosovo, received a much smaller number of refugees, estimated to be around 10,000.
