What's the Weather Like in Northern France During February?

Nine provinces make up northern France: Brittany, Lower Normandy, Ile-De-France, Upper Normandy, Champagne-Ardenne, Lorraine, Alsace, Picardy and Nord-Pas-De-Calais. Paris, the capital city in Ile-De-France, lies pretty much in the center of northern France, and at roughly the same longitude as Havre, Montana, and Victoria, British Columbia.
