How can you call the Copenhagen summit a success?
The 2009 United Nations Climate Change Conference in Copenhagen, also known as COP 15, was not considered a success by many participants and observers. It failed to produce a legally binding agreement to reduce greenhouse gas emissions beyond 2012, which was one of its main goals. Instead, it resulted in the Copenhagen Accord, a non-binding political agreement that set out voluntary emission reduction targets from a number of countries. Although some progress was made, such as the creation of the Green Climate Fund to provide financial assistance to developing countries to address climate change, the overall outcome of the conference was widely seen as insufficient and disappointing.
