Why must the US and Mexico work together to reduce pollution in Rio Grande?

The premise provided in the statement isn't accurate. The river you may be referring to is "Rio Grande", which primarily spans along the United States and Mexico border, not necessarily related to Brazil. Pollution reduction efforts would mainly concern these two countries.
