When did governor Pio Pico arrange the surrender of California?

Governor Pio Pico did not arrange the surrender of California. It was General José María Flores who signed the Capitulation of Cahuenga in 1847, which led to the surrender of the Mexican forces in California to the United States. Pio Pico had already fled to Mexico by that time.
