London Borough of Tower Hamlets: Created April 1, 1965

The London Borough of Tower Hamlets was formed on 1 April 1965 under the London Government Act 1963, merging three former Metropolitan Boroughs:

• Poplar (entire)
• Stepney (entire)
• Bethnal Green (part — the western portion)
• Westminster (part — a small riverside area near the Tower)

Why These Four?

The Act created 32 London boroughs from 86 former authorities. Tower Hamlets grouped the historic East End riverside communities—docklands, markets, immigrant quarters—into one administrative unit.

Name Origin

From the Tower of London (western boundary) + hamlets (historic villages: Mile End, Bow, Bromley, Poplar, Ratcliff, Shadwell, Stepney, Wapping, Whitechapel). The name predates the borough (used 16th c. for the Tower's liberty).
