According to the Florida Department of Highway Safety and Motor Vehicles (DHSMV), a person must obtain a permit from the county in which they wish to solicit before engaging in panhandling activities. The permit must be clearly displayed on the person's clothing while soliciting.
The DHSMV also states that a person cannot solicit within 50 feet of an intersection, within 20 feet of a business or residential entrance, or on any public right-of-way without the consent of the property owner.
Additionally, a person cannot solicit from a vehicle, while stopped at a traffic light, or while blocking the flow of pedestrian or vehicular traffic.
Violations of these regulations may result in fines, imprisonment, or both.
