Delaware Vessel Title & Registration Exemptions: What You Don't Need to Register

Delaware law exempts the following vessels from titling and registration requirements:

  • Vessels under 12 feet in length.
  • Homemade vessels with no manufacturer's certificate of origin.
  • Manually propelled vessels (primarily oars/paddles).
  • Sail vessels with auxiliary motors ≤10 hp.
  • Vessels used exclusively for racing (with valid racing association documentation).
  • Public safety vessels (police, fire, rescue, Coast Guard auxiliary).
  • Seaplanes and personal watercraft (jet skis) – regulated separately.

Important Notes

  • Exempt vessels may still require validation decals if operated on Delaware waters.
  • Federal documentation (USCG) overrides state requirements for vessels ≥5 net tons.
  • Always confirm with Delaware DNREC Division of Fish & Wildlife—regulations update periodically.

When in doubt, register. Penalties for non-compliance exceed the hassle.
