Why does water in a bowl shaped drainage basin not eventually flow to the ocean?

Water in a bowl-shaped drainage basin will eventually flow to the ocean if there is an outlet for the water to escape. If there is no outlet, the water will accumulate in the basin and eventually evaporate, leaving behind minerals that were dissolved in the water.
