According to the Kentucky Revised Statutes (KRS) § 189.231, a peace officer may remove and impound any vehicle from public property if it is:
* Abandoned
* Inoperable
* Parked in a way that obstructs traffic or creates a hazard
This law also applies to private property if the peace officer has permission to enter the property from the owner or person in possession of it.
So, if your car has a flat tire and it is parked on private property without the owner's permission, it could be towed by the police.
