Part of the issue with traffic congestion is urban sprawl: as families move to the suburbs and commute to the city core and business district, the traffic spreads through the area. Municipalities focusing on renewing residential areas within the city core or offering suburban business distracts can reduce traffic issues.
In some metropolises, ride share and car pool programs have been effective traffic management solutions. Schools, businesses, universities and other organizations with large concentrations of people can promote ride sharing among their constituents. Car pool lanes can be offered to commuters and many metropolises offer incentives, including tax credits, to registered users.
