* AB 1506 (Jones-Sawyer) created Vehicle Code section 4000(a) to prohibit a law enforcement officer from stopping a motorist for a reason unrelated to a traffic violation, vehicle code violation, equipment irregularity, or unsafe operation of the vehicle, unless the officer witnesses a traffic violation or has reasonable suspicion of criminal activity.
* AB 1510 (Jones) created Vehicle Code section 4000.1 to require peace officers to complete 8 hours of training on racial profiling and implicit bias as a condition to continue law enforcement service in California.
2016
* AB 1863 (Weber) amended Vehicle Code section 4000 and renamed the statute to "Racial profiling prohibited."
* SB 1246 (Wolk) amended Vehicle Code section 4000 to prohibit stops based in whole or in part on a person's actual or perceived race, ethnic group, national origin, religious affiliation, gender, age, sexual orientation, or identification as a transgender person, unless the stop is lawful under a valid search and seizure law or regulation, or is required for officer or public safety.

* SB 1421 (Bates) amended Vehicle Code section 4000 to include gender identity as a protected characteristic.

* AB 3072 (Weber) amended Vehicle Code sections 4000 and 4000.1 to extend peace officer racial profiling and implicit bias training from every 4 years to every 2 years.
