1. Panhandle in an aggressive manner. This includes accosting, intimidating, or otherwise causing fear in a person.
2. Panhandle in a dangerous or hazardous location, such as in the middle of a street, or near a construction zone.
3. Panhandle on private property without the permission of the owner.
The local code does not define panhandling, but generally means to beg for money or other items in public space.
It is not unlawful to panhandle in places where people routinely congregate such as parks, shopping centers and sidewalks, as long as the conduct is civil.
Penalties:
* First offense is typically cited as a civil infraction, and carries a fine of $100.
* Subsequent offenses are charged as misdemeanors, and can result in a term of up to six months in jail, and/or a $1,000 fine.
