Line up the RV and the vehicle to be towed. The two vehicles should be on level ground.
Place the actuator into the trailer hitch of the RV. The actuator contains the lever and master cylinder that operates the system.
Drill a hole through the firewall near the brake pedal of the towed vehicle. Remove the pad from the brake pedal and drill one or two holes--depending on the surge brake manufacturer--in the brake pedal.
Run the cable included with the surge braking system from the engine compartment, through the hole. Attach the enclosed hardware to the brake pedal and attach the cable from the firewall to the hardware. Replace the pad on the brake pedal.
Attach the hardware to the front bumper of the towed vehicle. This is either a nylon or metal cable socket. Once this is installed, run the cable from the engine compartment to the cable socket cut the cable to fit so there is little to no slack in the cable. Attach the cable to the socket.
Connect a second cable to the front of the cable socket on the bumper. This cable is removable so that it will not interfere with driving the towed vehicle. Run this cable to the lever on the master cylinder. Attach the cable to the lever.
Test the brakes. Attach the tow vehicle to the master cylinder on the trailer hitch. Make sure the towed vehicle's parking brake is released and the vehicle is in neutral. Get into the RV and drive. Apply the brakes in the RV and the towed vehicle's brakes will engage as soon as the RV starts to slow down.
