Why is Brazilian real a restricted currency in the US?

There is no such thing as a restricted currency in the US. Any foreign currency can be exchanged freely for US dollars at a bank or currency exchange. Some countries do have restrictions on the purchase or export of their currency, but this is not the case with Brazil.
