How to Attach a Photo to a Passport Application

The U.S. Department of State is as strict about the passport photo attachment method as it is about the photo quality and size requirements. The recommended method for attaching a passport photo is by using staples; however, this only applies to one of the passport photos. The other should not be attached to the application under any circumstance.
