Apply to become a permanent resident through the Skilled Workers Program. Download the application from the Citizenship and Immigration Canada website. Write or type all of your answers on all of the forms, including the Application for Permanent Residence in Canada form, background form, Federal Skilled Workers Form and the Additional Family Information Form. Sign all of the documents.
Take and pass a language proficiency test in English or French. You can take the test multiple times, but your application will not be processed until you pass the test. Include the results with your application. Submit a physical with a doctor's signature as well.
Provide proof of your skilled worker eligibility. Include documentation from an employer for an offer of work in Canada. Alternatively, you provide documentation that you have at least one year 's worth of work experience in selected career fields during the last ten years. Applicable work experience includes work as an insurance adjusters, architect, physician, dentist, nurse, social worker, chef, construction contractor, electrician or plumber. Professional needs are assessed periodically and applicable career fields for eligibility are located on the Citizenship and Immigration Canada website.
Pay all applicable fees. You will need to pay an application processing fee for yourself, your spouse and any dependents. You will also need to pay a Right of Permanent Residence Fee upfront. This fee will be refunded to you if your application for permanent residency is not approved. The fee in 2011 is about $503, based on the current exchange rate. Mail in your fees and application documents.
Apply for citizenship. Acquire an application from the Citizenship and Immigration Canada website. Complete the forms. Attach proof of permanent residence, two forms of identification, two citizenship photos and pay the processing fee. Mail in the application and your fee.
Take a Canadian citizenship test. The test will consist of questions based on Canada's history and politics. Your language proficiency will also be evaluated. If you pass the test, you will be approved. Attend a citizenship ceremony.
Acquire an immigration application on the Government of Quebec website. Complete all of the forms, including the Application for a Selection Certificate and Contract Respecting Financial Self-Sufficiency. To receive the selection certificate, you are required to have a high school diploma or equivalent. It is also preferential to have training or vocational skills that match with the current job market. Knowing French is often required for many jobs in Quebec.
Complete an application for permanent residence. Follow the previous instructions. To become an immigrant to Quebec, the Government of Quebec must issue you a selection certificate and Canada's Immigration Office must approve your application to become a permanent resident.
Show your passport and immigration visa to customs official if you arrive at the Montreal airport. Schedule an appointment with an integration officer if you will be entering Quebec from another area or mode of transportation. Schedule the appointment to coincide with your predicted arrival time.
