The entity that oversees and enforces luggage regulations is the Transportation Security Administration.
The TSA prohibits the following items to be carried on board a plane: sharp objects, guns and other weapons, tools, explosives, flammable items, disabling chemicals and gel-based candles and shoe inserts.
The TSA requires a strict method of transporting gels and liquids. They must be in containers of 3 ounces or less, and they all must be kept in a 1 quart or less transparent freezer bag.
The only items the TSA currently does not permit in checked luggage are explosive items, gun powder and caps, and chemical, flammable and incendiary items.
TSA regulations permit most of the items excluded from carry-on luggage, such as sports equipment, sharp objects and other items, provided that they are wrapped in protective coverings.
